Baltimore & Ohio Railroad in 1860. The goal of the Baltimore & Ohio Railroad was to connect Baltimore, Maryland with the Ohio River near Wheeling, Virginia (now part of West Virginia). By 1860 the B&O’s track had reached the Ohio River and provided service to many towns located in Maryland and Virginia (portions of West Virginia today).
